If you Cannot Pull up START MENU, and All BUTTONS on TASK BAR are NOT Responding, it can be Fixed without a RESTART.
1. Press CONTROL + ALT + DELETE Buttons on your Keyboard
2. When System Menu comes up, Select TASK MANAGER
3. On the List of PROCESSES, Select START (process)
4. Click END TASK
5. Wait 30 to 60 Seconds for the Computer to Update
6. Click on START MENU Again to See if it Works
7. In Rare Circumstances you may need to LOG OFF and LOG IN Again
